Understanding North Korea’s Nuclear Coercion Strategy

North Korea’s Supreme Leader, Kim Jong Un, proclaimed during his annual 2017 New Year’s address that the DPRK military is in the “final stages in preparations to test-launch an intercontinental ballistic rocket.” A North Korean intercontinental ballistic missile, or ICBM, would be capable of threatening the continental United States. As a counter-response, the United States and its allies in Northeast Asia, the Republic of Korea (ROK) and Japan, have forcefully condemned the frequent missile tests by the Democratic People’s Republic of Korea (DPRK), particularly when coupled with a nuclear test, as clear signals of the North’s threatening stance toward the alliances and even the US homeland.
