For months, Trump administration officials and members of Congress have told us that the United States is running out of time to manage the threat of a nuclear North Korea. And yet when Secretary of State Rex Tillerson said that the United States was ready to open talks with the North “without precondition,” the Trump administration quickly distanced itself from his remarks. Focused only on the “maximum pressure” strategy, the administration’s language is coded and couched in official-sounding reassurances, but we believe that our country is preparing to choose war.
